SCARBOROUGH — Scarborough’s Long-Range Planning Committee has
scheduled a second public hearing on proposed changes to the Haigis Parkway
zoning district, following an initial airing of ideas to spur development along
the 1.45-mile route linking Route 1 to Interstate 95, unveiled Jan. 25 to
nearly 20 abutting property owners, developers and real estate brokers.
“We received a lot of valuable feedback as well
as new ideas and recommendations,” said Town Planner Dan Bacon. “Since then,
the committee has met twice to discuss this feedback and fine-tune the zoning
updates.”
The public meeting to review the latest version
will be held Thursday, March 8, at 4:30 p.m., at town hall.
According to Bacon, talk at the Jan. 25 meeting
has convinced the committee to now view the Haigis zone as “three areas with
potentially three different visions.”
Area one is the “Exit 42 interchange” in the
area of Cabela’s, between Payne Road and Interstate 95. This area is now viewed
as a potential retail hub, with so-called “junior anchor” stores, between
30,000 and 40,000 square feet in size, and gas stations, which are now banned
from the Haigis zone.
The second area is referred to as “Haigis
Parkway proper.” This area of the parkway, from Payne Road to Scottow Hill
Road, is expected to retain the original “campus-style” vision from
development, but with “some supplemental uses” deemed compatible with the
technology, light manufacturing and professional office complexes the town had
once most hoped to attract to the parkway.
The third region, called “Parkway South,” is now
seen as a likely extension to the business zone district it abuts on Route 1.
Each new region has a host of specific zoning
changes proposed that will be unveiled for public comment at the March 8
meeting. Anyone unable to make the meeting is invited to contact Bacon directly
for a list of proposals. Any feedback will then be directed to the committee,
he said.
