SOUTH PORTLAND — In an effort to make landlords accountable for the
behavior of their tenants, the South Portland City Council on Monday adopted a
“disorderly house” ordinance.
The council adopted the measure 6-0, forcing Councilor
Tom Blake to sit out the vote because he owns four apartment buildings and
manages of a fifth. Although a few local landlords joined Blake in disparaging
the ordinance, consideration of it as recent hearings and workshops was marked
by a parade of residents complaining of frequent police calls to neighboring
properties, particularly on Free Street.
Blake’s one victory was to secure agreement from his
peers that the ordinance will be discussed in a workshop one year from now to
study whether it worked as intended.
