Council chair receives OUI


SCARBOROUGH — Judith Roy, chairwoman of the Scarborough Town Council, was summonsed Saturday night for operating a motor vehicle while under the influence of alcohol.

The incident occurred at 9:51 p.m. at the corner of Black Point and Old Neck roads. According to a two-sentence press release issued Tuesday by Scarborough police, Roy, 68, was pulled over following “a driving complaint” that fingered Roy’s 2011 Subaru Legacy. The name of the complainant was not released. Police Chief Robert Moulton said Tuesday that the call was for “erratic operation.”

According to Moulton, Officer Robert Moore took Roy to the Scarborough Police Station to test her blood alcohol content. Moulton would not say how Roy tested. “We’re not releasing that at this point,” he said. Moulton also declined to say if Roy was administered a field sobriety test at the site of the traffic stop.

“Everything we have to say at this point is in the [press] release,” he said, adding, “Judy was arrested and taken into custody. She was very cooperative throughout.”

That Roy was issued a summons rather than placed under arrest was not evidence that she received “preferential treatment,” Moulton said.

“We let her go on her own recognizance, which is pretty standard for individuals who are well-ingrained in the community here and where we know they are going to appear in court,” he said.

According to Scarborough police logs, 39 people have been arrested since Jan. 1 with OUI as the sole charge, while five, including Roy, have been issued summonses for that offense.

Roy is scheduled to appear in Cumberland County Unified Court Nov. 2.  Moulton declined to say whether she has any previous motor vehicle offenses.

The Code of Ethics contained in Scarborough’s Town Council policy manual does not delineate private actions that could elicit censure of any sort. Scarborough does not have a recall ordinance.

Town Manager Tom Hall, who is out of the state for a professional conference, could not be reached for comment. A message left on Roy’s voicemail was not returned by press time.
